Many people think that ordinary syntax handbooks are too theory-oriented, that they had better focussing more on bare data and so on.
L&U probably think the opposite: this is purely theoretical, sometimes even speculative work, with emphasis on theorizing and the general architecture of grammar. The framework is Minimalist Program as it has grown up since the early 90's.
The book presupposes much (familiarity with Government & Binding will be useful, see e.g. Haegeman 1996), and I cannot recommend it to beginners.
However, it gives you the best opportunity to learn more about MP as a whole and, at the same time, a chance to evaluate its theoretical power.
The final impression, I think, is that MP is more a useful euristics for linguistic theorizing than a consistent, effective framework. But it is definitely something is worth knowing.
