Underline any grammatical mistakes ( if any ) in the following text :

Objectives :

To design and develop a comprehensive intensive English Language programme exlusive to Technical College , which would enable students to obtain a certificate of attendance and performance from the college leading towards TOEFL Preparation , IELTS Preparation , and the MUET Preparatory Programmes .

In the above text , the phrase " leading towards " is used . To me , it is wrong . The correct phrase should been " leading to " . Am I correct in my choice ?

Another question :

The compound rate is $10.00 for each parking offence . Can we use the word " compound " in this context ? Should it be " fine " ?
