Sometimes, not a lot. It depends on context - meet is often reserved for a first meeting:

Nice to meet you at last - we've been exchangng mail for years.

(but in that context, see would be OK too - if you stressed it:

Nice to see you - we've been talking to each other on the phone for years, but it's nice to be able to put a face to the name at last.

But fancy seeing you here, fancy meeting you here, (or fancy bumping into you here for that matter) are more-or-less equivalent.
