Can is a verb; its past tense is could.

Able is not a verb. It must be used with an auxilliary verb and an infinitive verb.

I am able to go.
I was able to go.
We are able to go.
We were able to go.
You are able to go.
You were able to go.
I have been able to go.
He has been able to go.
