To answer the string's title, yes. But the answer I was about to post was going to be 'Yes, but it's not used to mean 'susceptible to being estimated'; you've just proved me wrong!

The usual meaning is 'of a reliable character'. It's rather dated - it's the sort of thing Jane Austen's heoines used to say about a man who was 'worth' marrying (but only financially).
