We use the word "to" when it is towards a direction, when you give something to a person or a thing, in addition to that, it is used in an infitive phrase. Eg. to make, to give, to bake, etc. etc.
We use "too" when you reckon or as replacement for the word "also."
For example:
I also like that shirt./I like that shirt too.
