Ok, I was reading about blepharoplasty, and then an interesting sentence popped up before my eyes:

Not judging this sentence morally, but from a grammar point of view, could someone tell me what "it" refers to in this sentence.
Also, could this sentence be rephrased in a better way(or any way)?
