If you remember the story, Frodo is carrying the Ring, and Boromir tries to take it from him. What Frodo is implying is that Boromir was not entirely a friend to the Fellowship of the Ring, and Frodo in particular, but that Frodo bears no resentment and regards Boromir as his friend whatever the circumstance of Boromir's errors.
