It can be both. Normally, it is plural and refers to a group of individuals, but it can be singular when it refers to a nation or other grouping:
There are some people here to see you. (plural)
The Hmong are a people who live in the mountain of Laos. (singular- the Hmong are a tribe and we are thinking of them in this capacity, not as individual people)
