Thank you very much for your explanation. To make sure I understand it I'd like to expain it :
1. To prepare the counterattack = he is doing the preparation.
He is designing the counterattack.
2. To prepare for the counterattack = he is getting ready to take part
He doesn't design it but he is going to take part in it.
Does it mean both are correct with different meanings?
