‘Thrown to him’ sounds like the ‘given statements’ were actually thrown and hit ‘him’ with ‘him’ being the physical target. "Thrown at him" is an expression that means the ‘given statements’ were ‘passed onto’ or ‘handed to’ ‘him’ to be complied with.
