Exactly what is it then if it is not an object?

"Cooperating" is a gerund, introducing a gerund phrase: gerund + two prepositional phrase modifiers. The gerund phrase is the object of the preposition "by".

This sentence would be: Subject-verb-indirect object-direct object (-adverb), IMO.
