Default Can understand vs. understand

Is there any subtle difference below?

1. I can understand your writing.
2. I understand your writing.

Which of the following are correct?

1. Here is a lucky lotto number for you, 22, 23, 11, 4, 8, 49.

Is it:

1. Here is a lucky lotto number for you?
2. Here are lucky lotto numbers for you?
3. Here is a set of lucky lotto numbers for you?

After "for you," the punctuation should be:

1. A comma?
2. A period?
3. A colon?
. 4. A dash?

The six numbers should be:

1. In quotes?
2. Without?
