Suppose you're living in a country where winter is mild but you need heating at home to feel comfortable. But if heating is disrupted, you could feel cold. The speaker, using those examples and and knowing that the temperature in Canada or in Alaska can drop below -40 °C, emphasizes that you had better pay or else it is going to be like being there.
