More about the 'keyboard shortcut'. You have to hold down the <Alt> key, enter the four digits on the mini keypad, and then release the <Alt> key. For example, ý is Alt/0253, so if you use ý frequently (!) you can commit this sequence to memory and not bother with firing up the Character Map. (Mac users will be used to being excluded from conversations like this, but I apologize anyway.
