I know your problems...I had the same problem when I went to France this summer. I can read French reasonably well and speak it when I was alone but the words disappeared when I was faced with real life situations.

I don't know what opportunities you have in your country but try to speak with native English speakers in your country. In China I have seen parks which have sections called English speakers cornor. Here you can practise your English with those who show up. Start slow with simple conversations and gradually get more complicated. Do a lot of listening as well.

A simple method to practise listening and speaking English is to take an English Audio book from the library or buy one if necessary.

This is a book with an audio cd or tape. Listen to the tape as you read the book so you can see how the words are pronounced. Then read the book out loud along with the speaker in the tape. This can help you if there is no one to talk to.
