Default they'll miss another

Hello everyone.
I'd like to ask about the meaning of the phrase "they'll miss another" in the following context:

"In the meeting room under us, they're interrogating a GDI scientist we captured when we took the city.
"So? The GDI is rather overburdened with scientists. I doubt they'll miss another."

Does the sentence "I doubt they'll miss another" mean "I doubt they will notice his absence or does it mean "I doubt it will be difficult for them to find a substitute?
