"Hell" has in the past been considered a very bad word. The taboo against the word isn't as strong nowadays. "Heck", with the same meaning, has often been used as a less offensive substitute. So you might hear either "What the hell" or "What the heck."
Yes, it's slang. It offends a lot of people, and there's no need for it.
