This is not an idiom. It is not a common saying at all really if you check for Google hits.
Basically this phrase can be taken literally....unless you have an example sentence to show otherwise.
It is most often used when coaching someone in a sport where the wrist is used. Badminton for example uses the wrist action more than something like tennis when striking the "bird" (badminton) or "ball" (tennis).
So when describing the finesse of playing badminton you might say that the strenght of a badminton shot is all in the wrist of the player.
