I cannot think of anything that expresses the idea of catastrophes being funny.

On the other hand, there is a saying "There is no point in crying over spilt milk".

You could say of someone being funny - "He is a clown"; "He is a hoot"; "He is a barrel of laughs"; "He is a guinea a minute".
