I would like to say " please clarify that the total length of the pipeline is over 40-50 meters, whether 10cm of pipe diameter is a appropoate design for the water system."

then change the sentence in phrase "10cm of pipe diameter used for the water system to be clarified as the pipeline length over 40-50 meters"

I think he wants to say:

Please confirm if a 10 cm diameter pipe is adequate to use when the pipeline is 40 - 50 meters in length.
