Default a confusing question
Hi teachers!

I wonder what is the correct answer in this question?

A: What he's saying doesn't make any sense.
B: I agree. ( )

1. Who that have had common sense will say so?
2. Anyone with common sense will not say so.
3. Anyone with common sense would say so.

I think 3 is correct, but I'm not sure. please give me your opinions!
