In your sentence above:

He = subject
saw = verb
the elephant = object.

The full sentence is incorrect in that Was he scared is either question OR it is a rhetorical question, and it should have been divided from the first part with a full stop or a semi-colon. Either way the grammatical structure of that part is correct for a question.
