Default properly and loved ones

Hi, these my two questions, thanks for your help.
1. In American English, what does "properly" mean in this sentence? Does it
mean correctly, or really?

Clerk: Can I help you?
Man: Yes, I bought this briefcase last week, but there's something something with lock, I can't get it close properly.
Clerk: Let me see, yes, I see what you mean, the lock seems to be jammed or something, I'll give you another one, sorry about that?


2. Does "loved ones" mean ones who you love?
