Default correct expressions

Hi,

could you please tell me which of these is correct or best:

1) Claims relating to the goods shall be discussed/dealt with/negotiated via email first.

2) All claims shall be settled within 30 days. Does "settle" mean that the result will be positive (that the claim will be decided in favour of the customer) or does it just say that that it will be settled without indicating whether the result will be positive or negative?
