Could you please explain what the following in bold mean?

1. I have worked for several consulting organizations where there was a practice of laying off any individuals who were not working on any specific projects and non-billable for any length of time.

Is this saying "not paid?"

2. I recommend that you systematically evaluate your project and organization. Determine the playing field for your project and for the organization. Try to determine determine the values and culture.

I know the literal meaning of the above. What is it saying figuratively?
