Default I want a help in the poem of Thomas Grey!

This is a stanza of the great poet (Thomas Grey) from his poem (Elegy Written in a Country Churchyard):

45. Perhaps in this neglected spot is laid
46. Some heart once pregnant with celestial fire;
47. Hands, that the rod of empire might have sway'd,

48. Or wak'd to ecstasy the living lyre.

What does it mean the line that is underlined?
