Is "take the reins?"

I am attempting to analyse a sentence which just isn't working.. any ideas?
"Rather than letting him take the reins, slip in some of your own sexy ideas.."

I am writing about the tone of a problem page i am analysing but i need to write about the above sentence. any ideas would be greatly appareciated.
