No, it does not in itself imply dismissal, but is used to introduce a dismissive statement. It should not be used to introduce some 'second aspect' .

I am a little rusty. As I recall, after your typed signature at the bottom of the letter, it should look like

Yours sincerely

(your signature)

John Smith

encl: 3
This would indicate that three other pages had also been enclosed with the letter. If they are specific, named documents, it is not necessary to actually name them.

If you wanted to mention in the body of the letter that you were going to enclose some documents, then say so in normal language e.g.
"I will (also) enclose copies of these documents for your information."
