By "not literary", do you mean
not literal? That is, its figurative meaning (i.e. not its basic sense)? If so, I agree with the other post. It means to brave the elements life throws at you.
EXAMPLE
Sam: Did you finish your essay? It's due today, you know?
Max: I went
through fire and rain to get it done. (Meaning, I had to overcome several difficult obstacles in order to finish my essay for today).
