Actually, wavered between #1 and #3.

If I had a substantial proof of:

(a) A topic sentence needs to end with a period (i.e a complete sentence).
(b) "It is easier to be "green" today than ever before" is logically not a restatement of "The foundation work has a very high profile,"

then #3 would be my first choice.
