Yeah, I agree with you.
In the example I gave in the last post, I wanted to stress that
stricter measures should be taken to reduce bad manners because they are so rampant in our society and sometimes dangerous.
'Stricter measures', however, in this case does not necessarily include imposing a fine on them or putting them into jail, so I guess 'punish' should be ruled out.
I just want to say that they should be taken more seriously.

By the way, I'd like to know the difference between 'governed by law' and 'controlled by law'. Which is tougher?
