Answer: That will not be easy. Learning a language is like learning any skill in that the only way to learn is by doing. You must practice speaking as much as possible. You must practice reading as much as possible. Do you have a good teacher?

Answer: That question suggests that you lack motivation. You will have to find it. One thing I suggest that you do to improve your reading skills is to read an English-language newspaper several days a week. Especially, read the sports section. It is somewhat easier to read than the rest of the paper, and there is a lot of repetition there.
Question: How can I learn the words I need to know?
Answer: There are about a thousand words which comprise the bulk of communication in both spoken and written English. You should get a list of those words and practice using them as much as possible. One you can use those words with confidence you will have come a long way towards achieving fluency.
