Hi, I have just recently joined the forum and noticed your post. Since I am certainly no grammarian, I can not answer your question definitively. However, I think that "under construction" (as you stated is a prepositional phrase) would be an adverbial prepositional phrase. Therefore, I would draw the diagram under the intransitive verb "is."
