Question Is a phrasal verb an idiom?

Not to be pedantic, but technically, isn't a phrasal verb an idiom? My co-worker contends that they are different. But if you look at the definition of an idiom, they are actually the same. For example, break down is both a phrasal verb, and it is idiomatic in that the two words can't be looked up individually.
