It used to be, but I don't see why you can't go down to London from Newcastle- it's downwards on the map. With Oxford and Cambridge, you go up, and are sent down if expelled, or were. I think it's not a rule any more, but something a few people prefer. No one that I know would mark 'I went down to London' wrong.
