For dictionaries, all the big publishers do decent dictionaries. Oxford have just produced a new edition, so it's up-to-date and should last a while. The other alternative is to go for a native speaker edition, but that might well contain less information of use to you. The Oxford dictionary is good, though, and you should find it stands you in good stead.

Not being a German speaker, I can't say for the idioms.
