Hello teachers. Thank you for your answers on my previous question! :D I have a new question to ask--please help me out on the following:

A newspaper story about a town meeting voting to raise the salary of its police chief to $10,000 in hopes of filling the vacant positon prompted Arena to apply for the job even before he knew where that town was.

1. The "salary" here means
yearly basis or
monthly basis? So if he, Arena, who is a Massachusetts state trooper, is getting paid, for example, $5,000 a month, his salary per month woul be $10,000?
OR Does this mean if he's getting paid $50,000 a year right now, his salary per year would increase
BY $10,000 which means he'll be receiving $60,000 a year?
Thank you for your kind help as always.
