    Your vaccum cleaner doesn't work and you take it to the repairman's. You say it won't start. Won't here shows refusal. Does it mean "future"? Does it have a future meaning?

    No, it does not refer to the future. It is not a future auxiliary in this context. Rather, it conveys a habitual predictive sense.
