--- I understand that David controlled everything himself, but what does it mean that he had "an international marketing budget, run out of London"? What is an easier way to say the same?

He had a budget, which he ran/operated from London, for marketing whatever it was that he was selling internationally.

Well, I'm not sure I understand it correctly. To me it means (but maybe I'm wrong) that David Munns controlled an international marketing budget department which was located in London.
