1) to fix lawnmowers with it = ?
2) intended = ?
Here's a man with a complete set of piano tuning instruments; he spends his life trying to fix lawnmowers with it. Frederic G. Kennedy (1879-1970)
We raise our children the same way John Wayne rides horses: no matter which way they go, we just pretend that's what we intended all along. Mr.P (1949- )

Because he has got the instuments, it doesn't mean he knows what he is doing.
intended = planned
Is it a sarcasm which ridiculed the man is definitely a layman for piano?
That's what I think too. There is definitely sarcasm here but I have no clue who he is talking about. It's like me buying a fancy set of golf clubs and not having a clue how to grip the club, how to position my body, which way to look, etc. As a result I would probably hack up the entire green in front of me, sending divets all over the place.
