What's the time by your watch?

It is correct but I wouldn't use it. I would say: You have the time?...informal
or "What time is it?"...very proper and correct.

If you add "by your watch", it tells me that maybe you and someone else are comparing the time by looking at two different watches. Otherwise adding "by your watch" is not really necessary. Unless the person can tell the time by looking at.... his toes?...
