Having the ambition to become a developed leading country through a knowledge-based and innovative economy in by the year 2020, Malaysia has been focusing on entrepreneurship development as one of the engines to rapid the vision enactment 'rapidly enact the vision' would be more grammatically correct but it still sounds awkward so: 'to rapidly bring about the vision - 'rapid' isn't a verb. This is because of the prominent role that entrepreneurship plays in socio-economic development of the nations particularly, in developing countries.

'To rapidly bring...' is a split infinitive. 'To bring rapidly...' is better.
