I am working on an exercise to decide whehter the writer's viewpoint is for or against the issue and I wonder what make the following sentences think the author is against carborn economy. I am not sure what the following sentnece means. Can you help me?

"The game's up" means "it's over".
"The game" is usually something illegal or immoral. This phrase is used stereotypically for criminals when they have been caught by the police.
Crim, to his mates: The game's up boys. We've been nabbed.
The author is applying this connotation of immorality/illegality to the 'carbon economy' and implying that "it's over" for an economy that runs on oil and coal.
