    It means:

    The mind (a person's thought process) has trouble letting go (being at rest, accepting things as they are, forgiving and forgetting, releasing thoughts)

    Sample conversation:

    John and Mary broke up.
    She is devastated. She can't get over this. He is all she talks about.
