Hello, I am not a teacher, but the only rules I know are the following:

Try to practice regularly English one hour or two hours by days.
Learn the basic grammar (verbs, nouns, adverbs, adjective , etc..)
Read newspapers.
Listen the bbc radio for exemple or podcast.
Talk every day with English people, if you can.

Day by day, step by step, your achieve your target, but take your time.
Speak fluently English is a long way, that needs patience.
