If these are not correct, why? What do they mean?
1. He had said that he will be going.
2. He has said that he will be going.
3. He said that he will be going.

What does it mean when I use past perfect and what does it mean when I use present perfect? How do I know which one to use?

2. He has said ...

'He had said that he would be going' in the more distant past, but changed his mind or emended his plans in the nearer past.

'He has said' suggests that he is still planning to go at the moment.
