know for a fact - you know something to be a fact, something did happen.

know by rote...????? I have no clue.

know down to the ground

know every aspect, know all the ins and outs, know something well, be very familiar with something.

know a hawk from a handsaw - know which is which, know what is what ( taken from Hamlet).

know when to stop - means exactly what it says...know your limit, know when to say enough is enough without going overboard, know when to draw the line.

When one learns by rote, one learns something by repetition and by memorising. I would guess the expression "know by rote" indicates the end product of the learning by rote.
