    What do these mean?

    1. This is a pay parking lot.
    2. This is a paid parking lot.

    I'd use the first- it means you have to pay.

    I know #1 is a noun and #2 is an adjective. What's the difference in meaning when it is a noun vs adjective?

    A pay parking lot means you park your car and pay the parking ticket.
    #2 means the parking spots have been paid for already. It's possible that it's been paid for by people with parking vouchers, student passes or any other paid parking programs.

    So do you call it paid international phone card or pay international phone card?

    I have never heard of paid or pay phone card. Just phone card will do. If it's not pre-paid, then it's of no use to you. However you can have a card on a pay as you go plan and you use it only when you need it and pump some money into it when you want to use it.

    However, you can say a pre-paid card and that term is used very often.
