Post passive or Active?

HELLO........

All rights reserved.

I am comfused about this sentence!!!!!!

Is it active or passive!!!!!

If it is passive Where is the verb BE(are) here......

where is the rule of the passive?!?!?

Tell me why we delete it from the sentence??

It's a standard phrase. The meaning is áll rights are reserved', but, like headlines, the verb has been omitted.
